Update to run under latest flutter and Android Studio #21

Project now builds with current flutter (specifically 3.13.8)
Note that this is a copy of darryncampbell's repo, updated to work with flutter 3.13.8 and recent AndroidStudio. Tested on TC26
Not required for this demo app, but likely to trip up anyone cut & pasting to add to a real app
While here: - Add .fvmrc - Convert to .kts based gradle (sync from latest default flutter package) - Update to gradle 8.12 (so can build with java 21)
Otherwise registerReceiver() fails at runtime
Also adjust the timestamp format to more ISO 8601

Update so will run under the latest (3.13.8) flutter version, the latest Android SDK, and Android Studio
